A set of project files is available for WinCE.  Get
libpng-1.2.5-project-wince.zip from a libpng distribution
site such as http://libpng.sourceforge.net

Put the zip file in this directory (projects) and then run
"unzip -a libpng-1.2.5-project-wince.zip"
